Most teams ask AI for answers. The best teams ask AI for maps. This paper draws on the author's training as an urban planner, Swiss astro-physicist Fritz Zwicky's morphological method, and original research from a 12-month enterprise AI pilot at the Commonwealth of Pennsylvania to argue that the best use of large language models is as an instrument of cartography rather than an oracle: the systematic mapping of what is known before deciding what is worth building next.
