This paper diagnoses the 94% gap as a value-creation problem, not an adoption problem, and introduces the Adoption Gap Framework: three distinct gaps (Incentive, Competence, and Culture) that explain why most AI investments stall before producing ROI. Grounded in a 12-month ChatGPT Enterprise study across 14 Pennsylvania state agencies and patterns observed across private-sector engagements.
